Gombe Unveils N68.5 billion Secretariat Complex

In a historic move to reshape the administrative future of Gombe State, Governor Muhammadu Inuwa Yahaya has laid the foundation for a state-of-the-art secretariat complex 29 years after the idea was first conceived during the state’s creation in 1996.
The long-awaited project, valued at ₦68,584,902,944.09, marks a bold step toward centralising government operations and reducing dependency on scattered and outdated rented offices. Awarded to Messrs Datum Construction Nigeria Limited, the massive project is expected to be completed within 102 weeks.
Addressing dignitaries, civil servants, and stakeholders at the groundbreaking ceremony, Governor Yahaya described the project as “a legacy initiative” and “a turning point in Gombe’s administrative journey.”
He said the first phase Dahiru Muhammad Secretariat, constructed under the military administration of Group Captain Joseph Orji in 1996, had always been intended as the start of a grand vision that had remained unrealised until now.
“For too long, our MDAs have operated under fragmented and inefficient conditions, costing the government heavily in yearly rents with minimal returns. This complex is more than brick and mortar; it’s a commitment to a modern, productive civil service,” the governor declared.
The new complex will feature a dedicated Head of Service block, four additional blocks each designed to accommodate four ministries, remodelling of existing structures, and comprehensive external and ancillary works. It will incorporate green energy solutions and digital infrastructure, blending Gombe’s cultural identity with futuristic innovation.
Governor Yahaya emphasised that the project is more than just an office space; it represents a symbol of Gombe’s progress, values, and future. The complex also serves as the final piece in the Three-Arms Zone vision, complementing the already ongoing State House of Assembly and State High Court complexes. Once completed, this zone is expected to solidify Gombe’s institutional strength and governance efficiency.
Since assuming office in 2019, the Yahaya-led administration has prioritised civil service reforms, including the implementation of the new minimum wage, the clearance of ₦21 billion in inherited gratuity arrears, and the establishment of reform-focused institutions like the Bureau of Public Service Reforms and the rejuvenation of the Civil Service Commission.
“To our civil servants, this is your legacy. This infrastructure matches your commitment to Gombe. To our partners and contractors—thank you for helping turn this dream into reality,” the governor said.
The project is also projected to significantly reduce operational overheads, improve inter-ministerial coordination, and enhance public service delivery, ultimately fulfilling the administration’s promise to leave Gombe better than it was found.
The ceremony concluded with prayers and heartfelt gratitude to all stakeholders, signalling the dawn of a new administrative era in Gombe State.
