Zulum Launches Digital Case Management System to Reform Legal Sector in Borno

Borno State Governor, Prof. Babagana Umara Zulum, has launched the Digital Case Management System (DCMS) to modernise legal processes and enhance justice delivery across the state.
Speaking at the launch over the weekend at the Musa Usman Secretariat in Maiduguri, Zulum said the initiative—originally introduced by the State Chief Judge, Justice Kashim Zannah reflects the growing shift towards digital solutions within Nigeria’s judiciary.
Zulum emphasised the need to update existing laws, particularly the penal code, to ensure they reflect current realities and effectively deter crime.
“Legal reforms are necessary,” he said. “Many penalties in our current laws no longer serve as effective deterrents. We must review and modernise them.”
He noted that the DCMS would reduce delays, improve legal efficiency, and raise the standard of legal practice in the state.
The Governor also reaffirmed his administration’s commitment to staff welfare, continuous training, and support for legal officers pursuing further education.
Also speaking, Justice Zannah praised the governor’s leadership, stating that the digitisation of state laws would enhance access to justice and ensure fairness.
“Few governments pay this much attention to legal structures. Almost every month, I receive new laws signed by His Excellency. Digitising them makes them more accessible and useful to the judiciary,” he said.
The Attorney General and Commissioner for Justice, Barrister Hauwa Abubakar, described the DCMS as a milestone in institutional reform.
She said it would strengthen the ministry’s capacity to deliver fair, people-centred justice and meet the demands of modern governance.
