Northern States Governors’ Forum and Emirs Unite for Security, Development, and Resilience
In a bid to address pressing security challenges and regional development, the Northern States Governors’ Forum (NSGF) and the Council of Emirs and Chiefs convened today in Kaduna, with deliberations focused on issues affecting Northern Nigeria. Chief of Defence Staff General Christopher Musa provided updates on the current security landscape, emphasizing strides made and ongoing challenges. Following extensive discussions, the NSGF issued a 12-point communique detailing collective resolutions.
Key Highlights:
1. Solidarity with Disaster Victims
The Forum expressed condolences to those affected by recent tragedies, including devastating floods in Maiduguri and a tanker explosion in Jigawa State. In a show of solidarity, the governors vowed to collaborate with the Federal Government to provide relief to communities affected by terrorism, banditry, and other crises.
2. Strengthening Traditional Roles for Security
Emphasizing the unique role of traditional institutions, the Forum advocated for an expanded role of emirs and chiefs in promoting security. Their grassroots connection was deemed essential for effectively combating kidnapping, banditry, cattle rustling, and intercommunal conflicts. Enhanced collaboration between traditional leaders and security agencies was identified as a pathway to achieving enduring peace.
3. Security Achievements Acknowledged, Challenges Remain
Recognizing recent successes against criminal elements, the Forum commended federal efforts and praised General Musa’s leadership in reshaping security strategies. However, they noted remaining hurdles in certain areas, stressing the need for continued vigilance and support for security personnel.
4. Tackling Youth Restiveness Through Development
Addressing youth-driven protests against governance, the Forum proposed initiatives to create economic opportunities for young people, including education, vocational training, and employment. By directing youth energies toward positive engagement, the leaders aim to curb crime and social vices.
5. Addressing Power Outages Amid Infrastructure Vulnerability
With extensive power blackouts across Northern Nigeria, the Forum called on federal authorities to tackle the vandalization of transmission facilities. Advocating for additional power lines and diversified energy sources, they emphasized that a resilient energy infrastructure is vital for the region’s progress.
6. Unlocking Agricultural Potential
Seeing agriculture as a path to food security and economic growth, the Forum committed to supporting farmers with financing, modern techniques, and infrastructure. They envisioned a revitalization of the textile industry and other agro-industrial sectors to drive job creation and regional industrialization.
7. Backing Federal Livestock Reforms
Applauding the President’s reforms in livestock management, the Forum pledged its political backing and collaboration with federal initiatives, aiming for success in Nigeria’s livestock industry transformation.
8. Proactive Climate Change Adaptation
Recognizing the impacts of climate change, particularly recent flooding, the Forum resolved to partner with federal agencies on irrigation projects to redirect floodwaters toward agricultural use, thus supporting rural livelihoods and safeguarding food supplies.
9. Educational Improvement
The Forum emphasized its commitment to addressing the challenges of out-of-school children, pledging support for any initiatives aimed at enhancing educational access and outcomes across the Northern region.
10. Concerns Over Proposed Tax Reforms
Expressing disapproval of the National Assembly’s proposed Tax Reform Bill, which reallocates Value Added Tax (VAT) based on a derivation model, the Forum voiced concerns over potential adverse effects on Northern states. They called on federal legislators to reject amendments that might disadvantage the region.
11. Fair Implementation of National Policies
Reaffirming commitment to equitable development, the Forum urged balanced implementation of national policies to avoid regional marginalization, advocating for fair treatment in the execution of programs that impact all zones.
12. Addressing Economic Hardship
Acknowledging the nation’s economic challenges, the Forum appealed for calm and assured citizens that both state and federal governments are working on measures to mitigate the impacts of economic hardship.
