Security Stakeholders to Seek Joint Solutions at NPSC 2026

As Nigeria continues to grapple with a range of security threats, including terrorism, banditry, kidnapping, cybercrime, oil theft, and communal conflicts, stakeholders are increasingly calling for innovative approaches and broader partnerships to strengthen national security.
While security agencies have recorded notable successes in combating criminal activities across various parts of the country, experts argue that the evolving nature of modern threats requires greater collaboration between government institutions, private security operators, technology providers, investors, and local communities.
It is against this backdrop that the organisers of the National Private Security Conference (NPSC) 2026 have unveiled plans for a high-level national dialogue aimed at exploring ways to integrate private sector capabilities into Nigeriaās security architecture.
Speaking at the conferenceās World Press Conference in Abuja on Thursday, Chairman of NPSC 2026, Dr Charles Awuzie, described the event as a strategic platform designed to foster innovation, policy engagement, and collaboration among key players in the country’s security ecosystem.
According to Awuzie, Nigeria is at a defining moment in its security journey, where emerging threats demand not only courage and commitment but also fresh ideas and stronger partnerships.
āThe security challenges facing our nation require collective action. Government institutions cannot work in isolation. We need a framework that encourages collaboration while preserving the leadership role of state security agencies,ā he said.
Awuzie explained that the National Private Security Conference is an independent and non-partisan initiative established to promote dialogue and cooperation among stakeholders who share a common goal of building a safer and more secure Nigeria.
He emphasised that the platform is neither a political movement nor a lobbying group but rather a forum dedicated to generating practical solutions to contemporary security challenges.
The conference, scheduled for June 13, 2026, at the NAF Conference Centre, Abuja, will be held under the theme “Building a Modern Security Ecosystem: Integrating Private Sector Capacity into Nigeriaās National Security Architecture.”
According to the organisers, the theme reflects a growing global reality that effective security systems increasingly rely on partnerships with governments, security agencies, private sector operators, researchers, technology innovators, investors, and communities.
Awuzie said discussions at the conference would focus on key areas such as security policy, intelligence integration, private-public partnerships, defence manufacturing, surveillance technologies, artificial intelligence, security financing, and emerging trends that are shaping the future of national security.
He disclosed that the event is expected to attract prominent security and government officials, including the Chief of Defence Staff, General Christopher Gwabin Musa, the Director-General of the Department of State Services, senior military officers, police leaders, lawmakers, defence industry executives, international security experts, investors, researchers, and policymakers.
The NPSC chairman stressed that the organisers are committed to ensuring that the conference delivers measurable outcomes rather than becoming another platform for speeches without implementation.
“Our goal is to facilitate discussions that lead to practical recommendations capable of supporting policy development, strengthening the security industry, attracting investment, and improving security outcomes across Nigeria,” he said.
Awuzie expressed confidence that Nigeria possesses the expertise, institutional capacity, and resources required to build a modern and resilient security ecosystem. However, he noted that greater coordination and collaboration remain essential for unlocking the country’s full security potential.
Therefore, he called on government agencies, security institutions, industry leaders, development partners, investors, media organisations, and members of the public to participate in the conference and contribute to shaping a safer future for the nation.
According to him, strengthening cooperation across sectors will improve public safety and protect economic investments, enhance national resilience, and support Nigeria’s long-term growth and prosperity.

ISN Declares National Emergency Over Banditry, Demands Whole-of-Society Response

The Institute of Security, Nigeria (ISN), has declared a national emergency over the worsening wave of terrorism, banditry, kidnapping and other violent crimes across the country, following the reported imposition of a ā¦50 million levy and 100 livestock on residents and traders in Talata Mafara, Zamfara State.
The institute described the reported seven-day ultimatum issued by non-state actors to meet the demands as an āact of warā against the Nigerian state, warning that such actions were creating a parallel criminal economy capable of undermining national security, economic stability and social cohesion.
In a statement issued on Friday and signed by its Deputy President and Chief Executive Officer, Barrister Adebayo Akinade, the ISN said the situation had gone beyond conventional criminality and required an urgent, coordinated response involving government, security agencies, communities and civil society organisations.
The institute said the continued attacks on lives, farms, markets and livelihoods directly challenged the constitutional responsibility of government to protect citizens, citing Section 14(2)(b) of the 1999 Constitution, which places the security and welfare of the people among the primary purposes of government.
The ISN warned that relying solely on military or other kinetic operations would not be sufficient to defeat the increasingly organised criminal networks.
Ā«āKinetic operations alone cannot defeat this threat. A whole-of-government and whole-of-society approach is urgently required,ā the institute said.Ā»
It urged the federal and state governments to classify banditry levies and invasions of markets as terrorism and economic sabotage, while establishing a state-led security coordination framework linking federal security agencies, state security outfits and vetted community guards.
The institute also called for increased funding for tactical mobility, drones, night-vision equipment and attack helicopters in frontline states, including Zamfara, Katsina, Sokoto, Niger, Kaduna and Plateau.
It further proposed the establishment of a Special Victims Support and Livelihood Restoration Fund to assist communities affected by attacks and restore economic activities disrupted by insecurity.
For security agencies, the ISN recommended a shift towards predictive and intelligence-led operations, including the infiltration of criminal networks operating around markets and livestock-rustling value chains.
It also called for the dismantling of criminal logistics and levy networks, the reintroduction of regulated livestock markets and the adoption of a two-hour rapid-response protocol supported by visible air patrols.
The institute recommended specialised training in terrorism studies, intelligence management and counter-banditry operations for security personnel, saying professional capacity was essential to confronting the evolving security threat.
At the community level, the ISN urged citizens, traditional institutions, farmers, market unions, faith groups and civil society organisations to establish stronger early-warning and early-response mechanisms.
It also advised communities to document attacks, preserve evidence, support victims psychologically and report security threats through designated security channels, while cautioning against the payment of ransoms and criminal levies.
The institute proposed broader institutional reforms, including the establishment of a National Security Fusion Centre with state-level desks, special courts for terrorism, banditry and kidnapping cases, and the deployment of technologies such as geo-fencing, livestock tracking and a citizen-reporting application.
The ISN also called for the full implementation of its governing legislation to strengthen the licensing and regulation of security practitioners in Nigeria.
The institute said it was ready to support government, security agencies and communities through research, professional training, policy advisory services and certification aimed at improving national security, restoring public confidence and supporting development.

The Borno State Police Command has arrested 65 suspects in a sweeping crackdown on drug-related offences across Maiduguri, recovering large quantities of illicit substances during coordinated raids aimed at tackling crime and anti-social activities.
The operation, carried out on July 9 and 10, followed a nationwide directive by the Inspector-General of Police, Olatunji Disu, ordering police commands to intensify efforts against criminality across the country.
In a statement issued on Sunday, the Police Public Relations Officer, ASP Nahum Daso, said the Commissioner of Police in Borno State, Naziru Abdulmajid, directed the Rapid Response Squad (RRS) Anti-Social Vices Unit to sustain aggressive enforcement operations throughout the state.
According to the statement, the raids targeted several locations within the Maiduguri metropolis, leading to the arrest of suspects for offences including public nuisance, possession and consumption of illicit drugs, and other anti-social activities.
Police said officers recovered 460 wraps of cannabis, commonly known as Indian hemp, 395 tablets of D5, 100 tablets of Exzol, two capsules of Tramadol, one shisha pot, two ice bunkers and several packs of other suspected illicit substances.
The command confirmed that all suspects remain in police custody while investigations continue. It added that those found culpable would be prosecuted upon the conclusion of investigations.
Commissioner Abdulmajid commended the officers involved in the operation for their professionalism and dedication, reaffirming the command’s commitment to protecting lives and property across the state.
He also appealed to residents to continue supporting the police with timely and credible information that would assist security agencies in preventing crime and maintaining public safety in Borno State.

Troops Repel ISWAP Attack in Borno, Recover Camcorder Said to Reveal Foreign Terror Links

Troops of Operation HADIN KAI have repelled an attempted attack by suspected Islamic State West Africa Province (ISWAP) fighters on Cross Kauwa in Kukawa Local Government Area of Borno State, killing several insurgents and recovering a camcorder that the military says contains evidence of foreign involvement in the group’s operations.
The military said the attack occurred at about 10:20 p.m. on Saturday, 11 July, when the insurgents attempted to infiltrate the military position under the cover of darkness.
According to a statement issued by the Acting Military Information Officer, Headquarters Joint Task Force (North East), Operation HADIN KAI, Captain Mohammed Goni, troops of the 19 Brigade, Sector 3, swiftly detected the advancing terrorists and engaged them with what he described as “coordinated and overwhelming firepower.”
The military said the insurgents were forced to retreat after suffering heavy casualties, abandoning what it alleged was a plan to loot cholera medical supplies stored in the area.
It added that the attempted theft of medical items appears to support recent intelligence reports suggesting a cholera outbreak within ISWAP-controlled enclaves, as well as claims that some infected members of the group had been executed. These claims could not be independently verified.
One of the insurgents killed during the exchange was identified by the military as a cameraman. Troops recovered a Sony camcorder from the scene, which the military said contained operational footage and propaganda materials belonging to the terrorist group.
According to the statement, preliminary forensic analysis of the device indicated that the failed operation was coordinated by four senior ISWAP commanders alongside three foreign nationals allegedly linked to the terrorist organisation.
The military identified two of the foreign suspects as Abu Ishaq, described as a Palestinian believed to be the group’s chief trainer, and Abu Thaiba, a Moroccan medical doctor said to be working with the insurgent network. A third Arab operative was not identified.
The military said the findings reinforce its assessment that ISWAP continues to receive external support, technical expertise and assistance from transnational terrorist networks. The claims have not been independently confirmed.
Following the battle, troops conducted exploitation operations around the area and recovered several rounds of PKT and 7.62mm Special ammunition, military-style uniforms and other items described as combat equipment.
The military also said satellite imagery and intelligence reports indicated that the fleeing insurgents evacuated the bodies of some of those killed during the clash, while several others escaped with gunshot wounds.
Two soldiers were injured during the firefight and were airlifted for medical treatment. The military said both personnel are in stable condition.
Operation HADIN KAI described the failed assault as another major setback for ISWAP, saying sustained military operations across the North-east have continued to weaken the group’s ability to launch coordinated attacks.
The military reaffirmed its commitment to sustaining offensive operations against insurgents, protecting vulnerable communities and dismantling terrorist networks across the region.
