Zulum presents N585 billion 2025 budget to Borno Assembly

Borno State Governor Babagana Zulum has presented a N584.76 billion budget for the 2025 fiscal year to the State House of Assembly.
According to him, the appropriation bill has increased by 15.4 percent over this year’s budget of N360 billion.
Presenting the appropriation bill yesterday (Monday) in Maiduguri, the governor disclosed: “All the capital projects that reached 60% completion will be commissioned in the first quarter of next year.”
Additionally, he said that the internally generated revenue (IGR) has also increased from N25 billion to N30 billion in financing the budget proposals to the Assembly.
The appropriation bill tagged “Budget of Recovery and Continuity” was aimed at consolidating the state’s economic growth and development.He said, “Out of the total budget proposal of N585 billion, capital expenditure was earmarked N380 billion, or 65%, while recurrent expenditure stood at N203 billion.”
In the implementation of the budget, Zulum stated, “We’ll finance it through recurrent revenues from the Federation Account Allocation Committee (FAAC) of N311.7 billion, N30.1 billion IGR, and capital receipts of N237.96 billion, comprising aid, grants, and a capital development fund.
In a breakdown of the sectoral allocations, he said the health sector took the lion’s share of N90 billion, or 15.4 percent, while education and works are allocated N69 billion and N50 billion, respectively.
He also accorded priority to the health sector, comprising the construction of an orthopaedic hospital in Maiduguri and general hospitals in Magumeri, Gubio, Azare, Uba, Dikwa, Kaleri, and Mafa.
The governor added that the rehabilitation of hospitals at Baga and Molai will also commence in January next year.
Speaker of the House, Hon. Abdulkarim Lawan, assured the governor that priority will be accorded to the passage of the budget for Zulum’s assent for implementation.
